Everything God did in creation was with great care and significance. Even if we don't know what it is. I am always amazed when I was studying, geology, biology and other sciences how wonderfully everything acts together to make our earth inhabitable. What reason God had for filling the waters and air first. I don't know, but I do know that it must have been important.
20 Then God said, “Let the waters teem with swarms of living creatures, and let birds fly above the earth in the open expanse of the heavens.” 21 God created the great sea monsters and every living creature that moves, with which the waters swarmed after their kind, and every winged bird after its kind; and God saw that it was good. 22 God blessed them, saying, “Be fruitful and multiply, and fill the waters in the seas, and let birds multiply on the earth.” 23 There was evening and there was morning, a fifth day.

Day 1--The creation of light--the establishing of His Son as savior of the word, the separation of dark and night--for growth and health
Day 2--The creation of Heaven by separating the waters of the world.
Day 3-- The creation of land and plant life
Day 4-- the creation of "stage" lights. The moon, sun and stars
Day 5-- the creation of animals of air and water and the commandment to multiply and fill the earth.
Psalm 104:25-28
25 There is the sea, great and broad,
In which are swarms without number,
Animals both small and great.
26 There the ships move along,
And Leviathan, which You have formed to sport in it.
27 They all wait for You
To give them their food in due season.
28 You give to them, they gather it up;
You open Your hand, they are satisfied with good.
